The public housing program is funded through the Department of Housing and Urban Development and provides 281 rental units at locations in Jefferson County.The Housing Authority is the owner/manager of these units serving as the landlord.  The HA screens and selects tenants, signs and enforces leases and maintains the units

The Housing Authority has Developments in Punxsutawney, Reynoldsville, and Sykesville.

How do I apply for the Public Housing Program?

Walk-ins are not accepted and applications will not be completed until you are given an appointment. Applications are not mailed other than as reasonable accommodation to a disability or live more than fifty miles from the office.

 What should I bring with me when applying?  You will need:

  1. Verification of all household incomes – Wages, Social Security or SSI letter, Child Support, Pension, etc.
  2. Verification of Assets – Savings & Checking Account statements, CD, IRA, Cash value of Whole Life Insurance Policy, Property Deed & Taxes, etc.,
  3. Social Security cards for all family members
  4. Photo identification for all adult family members
  5. Birth certificates for all family members (if available)
  6. Current and previous landlord name & address
  7. Previous subsidized housing history
  8. Military Form DD-214 (if applicable)
  9. Alternate Contact
  10. It will take between 30 minutes and 1 hour to complete the application and interview.

How long is the wait for housing?

There is a waiting list for rental assistance. Applicants are screened and eligible applicants are placed on the waiting list according to time and date of the application. The wait list varies, and it is impossible to give an amount of time. It is best that you ask this question at the time you complete your application so we can try to give you an estimated answer based on where your application or name is on the waiting list.

How much rent and deposit will I pay for the apartment?

The rent a family will pay for an apartment is based on the total family annual income.  Each family pays approximately 30 percent of their adjusted monthly income (minimum rent $50.00). The deposit required is $99.00.

How do I submit a change to my address or phone number if I am on the Waiting List?

Submit all changes in your contact information to the Housing Authority in writing.

Do you provide emergency housing?

JCHA does not offer emergency housing or have emergency subsidy available.

Do I have to have children to be helped?

No, the Housing Authority assists single individuals, couples without children, and all-adult families.

I have a disability that requires me to use a wheelchair. Do you have any accessible apartments?

Yes, we have wheelchair-accessible apartments. We also provide other types of accessibility features on a case-by-case basis.

Are pets permitted in Public Housing?

Yes. There are restrictions to the number, size and type of pets allowed. Pets must be pre-approved and owners must pay a Pet Security Deposit and agree to respect the Pet Policy conditions.
